Head of Procurement - SEA

Our client is looking for a seasoned HEAD OF PROCUREMENT (SEA) to join their team. They are in the midst of an exciting and large scale transformation which is centered around re-positioning their procurement organization to be true business partners that identify opportunities, create value and capitalize on strategic relationships. The Head of Procurement, APAC will be responsible for the procurement performance of the South East Asia region, including leading all sourcing management activities, leading and supporting the Category Managers in the region, playing a pivotal role between the procurement function and the business leaders and achieving the overall procurement objectives for the region.

The ideal candidate will have had an illustrious career in procurement to date, is commercially savvy and has proven experience in managing remote teams. This person will also have demonstrated the ability to think strategically about the business, products and technical challenges with the skills to drive tactical execution of contracts, initiatives, projects and team goals. 


Overall Procurement Performance


  • Make sure that all procurement operations are running smoothly with the appropriate level (quantity and competencies) of resources
  • Set and monitor overall procurement performance against global and local goals
  • Track specific spend and savings objectives for each Business Line
  • Routinely assess stakeholders satisfaction, develop and implement action plans for continuous improvement
  • Align supplier capabilities with business requirements. Track and report suppliers' performance
  • Drive/Support Design to Cost (DTC) and category optimization with a focus on local/project categories


Internal stakeholders relationship management


  • Interact with Country/Cluster and local business leaders in regards to all procurement matters
  • Develop a thorough understanding of local business challenges and requirements
  • Build influence through internal stakeholders partnerships
  • Collaborate with direct stakeholders, and agree on procurement strategy in line with category management general principles
  • Ensure alignment of stakeholders towards common objectives. Obtain their active support, as needed, to execute the strategy



Centralized & Central-Led Categories - Provide input & Lead Strategy Execution

For centralized categories, ensure local sourcing teams;

  • Execute the strategy in compliance with sourcing/procurement rules defined by central team
  • Provide input to central team on local market segment (support of central category team), suppliers dynamics and needs forecast
  • Provide Feedback on suppliers performance and utilization

For Central-led categories, ensure local procurement teams;

  • Comply with sourcing/procurement guidance defined by central team
  • Execute RFI/RFPs and local contractualisation according to framework provided by central team
  • Report any specific local requirements, feedback, experience, improvement, best practices to the central team

Local Categories - Lead Strategy Elaboration & Execution

  • Define procurement strategy for local categories and lead local teams to execute it
  • Implement standardized sourcing processes for local categories
  • Define and set whenever possible catalogs with local sources
  • Ensure effective Supplier Relationship Management with the local suppliers
  • Act as an escalation point locally - support negotiations of key local contracts

Project Procurement - Support Cost Effective Execution of Projects

  • Leading a project procurement team that partners with business/projects Mgrs to win and execute projects at the best cost/value ratio
  • Ensure cost effective and efficient purchasing procedures are implemented, while complying with projects requirements in terms of
  • Quality, service, efficiency, productivity, replacement costs, running costs, risk, environment, cost of change, safety.
  • Promote early involvement in Project Tender phases, to allow more creative and cost effective procurement solutions to be implemented
  • Drive the creation of an Approved Vendor List, to grow through identification of new potential sources to meet projects requirements
  • Act as interface between central procurement organization (category managers, strategic sourcing, analysts, etc), the local sourcing team
  • and the projects business leaders
  • Provide support as needed during execution of projects, especially when project execution & procurement teams are facing roadblocks

Local Procurement Teams - Functional leadership role

  • Lead local procurement teams to support and execute procurement strategy, in line with category management general principles.
  • Lead, support and implement knowledge management and systems/ process transformation for Direct categories
  • Contribute to the recruitment/development of procurement team members who are in the geographic scope
  • Set objectives and measure performance of procurement teams who are in the geographic scope, in collaboration with direct managers
  • Hold and share the overall HUB procurement vision, and provide guidance and feedback to local teams on its realization

Safety & Ethics - Drive Compliance

  • Model and set high ethics standards in relation to procurement matters in the Country/Cluster
  • Ensure a culture of compliance and integrity at every level of the procurement organization
  • Support group standards (BlueBook, CSR, ethics)
  • Hold a firm 'no compromise' stand on safety and ethics, in all procurement practices throughout the organization


  • Over 15 years of regional procurement experience and at least 5 years leading teams, especially remotely. 
  • Experience within a role that is strategically focused, as opposed to administrative.
  • Experience within the relevant product categories preferred
  • Open-minded and embrace changes
  • Excellent influential communication skills in both oral and written
  • Positive attitude, passionate and self-motivated
  • EIPM, CIPS, APICS certification would be advantageous
